Budget Cooler for AMD Ryzen 5 4500?

I'm building a new PC and looking to buy the best budget CPU cooler for my AMD Ryzen 5 4500. Has anyone tried the Noctua NH-D15? It seems to have good reviews, but is it worth the price?
